With a fund of 2.7 million dollars, the general objective of this program is to co-finance technical assistance to micro, small and medium-sized enterprises, with the aim of improving the conditions of access to credit and facilitating the conduct Business. business thus promoting growth and improving the competitiveness of the Cape Verdean business sector. This program also aims to encourage the transition of informal production units to the formal economy, as well as the introduction of organized accounting in MSMEs. This is another step to make the ecosystem work. According to the Minister of Finance, “there is money. We have candidates, institutions created to guarantee results and partners determined to ensure that all Cape Verdeans live together in Cape Verdean life. But managing our portfolio requires a lot of responsibility. Whoever has talent, wants to work, wants to create value, will have our support. But whoever wants to be in default, does not want to pay taxes, does not want to enter into the network of formalization, cannot count on us. Money exists to be multiplied. State money belongs to the taxpayers, it is a debt that we use in the international market, including the World Bank, and we must repay and renew it. It is not a giveaway or donation system. The state must also comply, as only the requirement can change from a middle or low income underdeveloped country to a developed country. The message is one of demand, hard work and commitment. The state is there to make things easier. But we have to keep in mind that it is one thing to facilitate, but quite another to promote facilitism.
