Markets and opportunities in Seychelles
Seychelles is open to all investors and despite its small size, the country offers unlimited opportunities for investment and business in different sectors, with market opportunities in the COMESA and SADC countries. Some of the sectors include: tourism/hospitality, blue economy/fisheries, agriculture/agro-processing and financial services/offshore.
Tourism/Hospitality
In the next 5 years until the end of 2022, the forecast number of beds required is 6,000. To meet this target, there is a need for investment in tourism accommodation facilities.
Blue Economy/Fisheries
The Seychelles is slowly becoming the player to watch in the field of the blue economy with investment opportunities in areas which include: fish processing, cold chain logistics and ice plants, among others.
Agriculture/Agro-processing
Seychelles aims to increase the national raw food output and raise the visibility of the sector to attract more investments. This momentum is being driven by the recently launched Comprehensive Agricultural Development Plan drawn from the sector’s strategic framework document known as the Seychelles National Agricultural Investment Plan.

Investment opportunities in tourism accommodation
In the next 5 years until the ending of 2022, the forecasted number of beds is 6,000. To meet this target, there is a need for investment in tourism accommodations. However it is important to note the following:
- In 2015, the government of Seychelles placed a moratorium on large hotel projects of 25 rooms and above on the Seychelles main inhabited islands of Mahé and the inner islands.
- Accommodations (hotel, guest house, self-catering establishments) between 1 to 15 rooms are reserved to Seychellois only
- There is growing demand for eco-lodges and eco-boutique hotels
Therefore, the policy for foreign investment in tourism accommodation is as follows:
- Hotel, guest, house, self-catering establishment, motel of 16 to 24 rooms (Foreign equity limited to 80%
Investment opportunities in other tourism activities
There is vast opportunity for increased investments in other activities such as the following:
- Exclusive malls
- Entertainment centres
- Specialty restaurants
- Wellness centres
- Aquarium
- Eco tours
- Coffee shops and bars
