Ebola outbreak

The World Health Organization declared on June 25 the end of the Ebola virus epidemic in eastern Democratic Republic of Congo. This outbreak affected 3 provinces in eastern DRC: North and South Kivu as well as Ituri.

A new epidemic, the 11th recorded in the DRC, was declared on June 1, 2020 in the province of Equateur, precisely in the provincial capital Mbandaka. This province is located in the west of the DRC, 720 km from the capital of the DRC Kinshasa by river. The other cities of the DRC are not affected by this epidemic.

Health situation in the DRC

Since the Covid-19 pandemic and the opening of the borders, the movement of people, both arriving and departing from a city in the DRC , is subject to the obligation to present a medical certificate confirming the negative result. of the Covid-19 test. This test must be carried out no earlier than three days before the planned trip.
For an international trip departing from Kinshasa, the test must be carried out 72 hours before departure, with the travel document, at the National Institute of Biomedical Research (INRB):

In Lubumbashi, only the Grand Provincial Laboratory, representing the National Institute for Biomedical Research (INRB)/Kinshasa, is able to issue a medical certificate confirming the negative result of the Covid-19 test.

Execution on the ground of the Priority Action Plan for the implementation of the National Strategy for the Fight against SGBV is ensured by the National Agency for the Fight against Violence against Women, Young People and Girls (AVIFEM). ) created by Decree of the Prime Minister n°09/38 of October 10, 2009.

  1. Tasks


The Agency's general mission is to execute the Priority Action Plan for the implementation of this National SGBV Strategy. In this capacity, he is responsible in particular for combating impunity, strengthening prevention and protection, supporting security and justice reforms, providing responses to the needs of victims and survivors as well as effectively manage data and information in this area by:

  • Support for the efforts of the Government and bilateral and multilateral partners to combat violence against women;
  • The rationalization of mechanisms for coordinating actions for the fight against violence against women;
  • The strategic, technical and political advice to be provided to stakeholders in the fight against violence against women;
  • The guarantee that issues of violence against women are taken into account in policies, programs and projects in the DRC;
  • The guarantee of complementarity and synergy between the multiple processes and initiatives underway in the area of gender-based violence, particularly sexual violence;
  • Continuous improvement of the methodology and programmatic orientation of projects and actions against sexual and gender-related violence.
  1. Objectives of AVIFEM
  • Ensure the popularization of laws on discrimination and violence;
  • Strengthen prevention and protection against all forms of violence;
  • Fight against the impunity of actors and accomplices of gender-based violence;
  • Support the ongoing reforms of the security and justice services,
  • Formulate responses for the holistic care of victims,
  • Manage the data and information duly collected in order to support the control efforts of the government and development partners, to rationalize the coordination of interventions, to provide strategic, technical and political advice, to guarantee on the one hand the taking into account in the country of the issues of violence against women, young people and girls in development policies, programs and projects and also to ensure complementarity and synergy between the many processes and initiatives underway in the country , especially in relation to sexual violence with a view to improving the methodology and programmatic orientation of projects and policies against such violence.
