Cross-border trade in Madagascar

Cross-border trade is one of the indicators where Madagascar scores very well in the Doing Business ranking. In fact, in order to improve the collection of tax and customs revenue for the Treasury, Malagasy Customs has embarked on the path of reform and modernization by mainly resorting to NTIC: the computerization process undertaken since 2007 resulted in the dematerialization of the customs clearance procedure, thus making it possible to speed up and secure the customs clearance system.

Among these tools is the Electronic Single Window Tradenet, a platform that allows the exchange of computer data between all customs stakeholders, thus enabling the administration to significantly improve customs clearance processing times.

Malagasy Customs has also deployed the TradeNet one-stop-shop system in key areas of the Big Island, notably in Fort-Dauphin, Antsirabe, Nosy-Be, Sambava, Antalaha, Vohémar, and Morondava, thus bringing the system's coverage to more than 99 % of customs clearance operations.

The TradeNet system connects, on the one hand, authorized brokers to the various customs offices, and, on the other hand, the customs offices to the container terminals, to the scanner and inspection sites for control formalities, and to the banking system for the payment of duties and taxes (primary banks, central bank and Treasury).

What is a Single Window for?

A Single Window for Foreign Trade (GUCE) is defined as a facility for parties involved in foreign trade and transport to deposit information and standardized documents at a single entry point in order to complete all official formalities related to import, export, transit and transhipment.

Under the authority of the Ministry of Economy and Finance, the General Directorate of Customs is responsible for designing and implementing the Government's Customs policy.

The Malagasy customs administration has the following main missions:

  • To achieve the government's objectives in terms of revenue collection,
  • To promote economic growth by facilitating legitimate trade,
  • To protect citizens and the environment by fighting against illicit trafficking, and to secure the international supply chain.
