Quick information guide

The Rwanda DGIE issues 3 types of Passports:

  • Ordinary Passport: issued to any Rwandan who fulfills the necessary requirements to facilitate his/her travels outside the country;
  • The Service Passport: issued to Rwandan nationals or non-nationals (delegates of Rwanda) traveling abroad on official mission; and
  • The Diplomatic Passport: issued to high ranking officials in the country or to those representing Rwanda abroad and others as may be specified by the ministerial order.

Immigration information

Known as the “Land of a thousand Hills”, Rwanda is situated in East – central Africa, bordered by Uganda to the North, Tanzania to the East, Burundi to the South and the Democratic Republic of Congo to the West.

The Rwanda Directorate General of Immigration and Emigration (DGIE) is in charge of Immigration and Emigration matters, issuance of Passports identification cards for foreigners living in Rwanda.

Important note:

Starting 1 January 2018, all foreign nationals traveling to Rwanda can be issued a visa on arrival at Kigali International Airport or any official border point.

Permits and Foreigner IDs

The Foreigner ID is issued to foreign nationals living in Rwanda legally.

Application for the foreign ID is made at the head offices of the Directorate General of Immigration and Emigration, district Immigration offices or Immigration office in RDB One Stop Center.

Requirements:

  • 1 recent colored passport size photo with white background;
  • Duly filled application form;
  • Copy of Residence Permit;
  • Payment slip of 5,000 Frw paid to Irembo;

Foreign residents who registered for the cards are the ones whose Biometrics data shall be taken and this shall include facial and thumb print, come along with their passports, Laissez passer and or any other identification document in their possession.

The visitor's pass allows a person to enter for 6 months and if they wish to stay longer they must seek appropriate class of residence permit after they have entered Rwanda. Citizens of Uganda and Kenya can enter the Rwandan territory by showing their national ID card.

Photo and biometric information are taken at the head offices of the Directorate General of Immigration and Emigration (DGIE).

 

Permits

The DGIE issues 2 categories of residence permits:

  • Temporary residence permit and
  • Permanent residence permit.

An applicant should have a valid passport or another acceptable travel document. The document must have a validity of at least 6 months on the day of entry in Rwanda.

For all permits, supporting documents such as Diplomas, Police Clearance, Marriage Certificate and Birth Certificate should be translated in English or French.

The Original copy of the Police Clearance should be submitted.
