Investor access to land ownership

Through legal texts such as Law No. 177/AN/91 2nd L of October 10, 1991 on the organization of land, the Republic of Djibouti has undertaken vast reforms to facilitate access to land ownership for Djiboutian or foreign investors. .

These legal and institutional arrangements allow any Djiboutian or foreign investor, man or woman eligible for the benefits and guarantees of the investment code, to buy, rent or resell land belonging to the State or to a private owner. We will present in the table below a description of the services in charge of the management of land domains, procedures for access to land in Djibouti.

By land conservation

The sub-directorate of land registration issues the following documents:

 The certificate of ownership (for land under provisional concession
 The certificate of ownership
 The certificate of non-ownership
 The information sheet on a land title

These documents make it possible to obtain information on the existence or non-existence of real rights on a property, information on a property:

1. The certificate or certificate of ownership or certificate of non-ownership
• Documents to be provided: a copy of the identity card, validated passport or driving license and the land title number if possible;
• the cost: 1 stamp of 1000 DJF
• Delivery time: 48 hours
2. Land title information sheet
Documents to provide: The information request form duly completed and accompanied by an identity document.
• cost: 2500 DJF per request and per title
• Delivery time: 48 hours

By land registry:

1. The location plan
• The location plan is issued when the land title is created and is retrieved by the owner or concessionaire at the same time as the registration certificate or a copy of the land title.
• In the event of loss, the person concerned may request a second location plan by filling in that he must recover and deposit it with the appointments office.
• Delivery time: 48 hours

2. the ground plane
There are plans of the masses of the plots of land of the subdivisions and those of the old districts
• The mass plans of the plots of housing estates: it is issued only when the plot has been backfilled, compacted, obtained the certificate of compliance of the backfill, payment of the backfill tax and after final demarcation of the plot.
• The mass plans of the old districts: It is issued 72 hours after the demarcation of the plot or survey of the construction and after payment of the tax on embankments to the sub-directorate of land conservation

3. The simplified building permit
• This is a document issued for plots in the old quarters with an area of 150 m²
• It is issued after a deposit with the secretariat of the attached management of a copy of the certificate of registration of the ground plan and payment of the tax on embankments.
